The Court of Justice of the European Union held, among other things, that article 3(1) of Council Directive 72/166/EEC, as amended by Directive (EC) 2005/14, had to be interpreted as meaning that the conclusion of a contract of insurance against civil liability relating to the use of a motor vehicle that had not been officially withdrawn from use was obligatory when the vehicle concerned was still registered in a Member State and was capable of being driven but was parked on private land, solely by the choice of the owner, who no longer intended to drive it.
