Crown Prosecution Service – Decision to prosecute. The Administrative Court held that paragraph 11(iii) of the Crown Prosecution Service's Victims' Right of Review Guidance (VRR) was not unlawful, and contained sufficiently transparent criteria for determining whether there were exceptional circumstances justifying a case review, in a case where the claimant sought judicial review of the VRR following its decision not to prosecute a party she had implicated in the abduction of her children. The claimant's application was dismissed.
