Immigration – Trafficking. The state's obligation to provide assistance and support to persons formally identified as potential victims of human trafficking arising from art 11(2) and (5) of Directive (EU) 211/36 and from the defendant Secretary of State's published policy guidance required PVoTs to be offered an individualised assessment of their needs so that they could be provided with the assistance necessary for their physical, psychological and social recovery. The Court of Appeal, Civil Division, dismissed the claimant's application for judicial review, as the state's obligations under art 11(2) and (5) had been discharged.
